County Tell Resident….”Yes, you can repair pavement, but we will charge you to do so!!!”

No names or specific details, as I don’t (yet) have the consent to do so, but this story takes the proverbial biscuit.
A local resident has offered to repair the pavement outside his home at a personal cost in excess of £1300, because Devon County Council won’t do it. He has gone out of his way to “do the right thing” by seeking the consent of the local authority to do the work, and in so doing save them the cost of the repair. He has a quote from a reputable company.
Devon County Council have notified him that they will let him do the work ( Isn’t that good of them!) but it will cost him £250 for a license. So, not only is this public spirited family prepared to pay for the work to be done, but County are asking them to pay for the privilege. Outrageous!
Surely this attitude should be encouraged, not actively discouraged? I have asked the residents consent to take the matter further, at the highest level, at County. I hope he gives it me.
